Later, it was reorganized as the Information Technology subunit of the Administration, Finance and Operations Division.

Creative Services is the Sales and Marketing Division’s advertising department. It is responsible for designing, producing, and evaluating the effectiveness of Lottery advertising materials. Additionally, the Agency purchases advertising space and pays for advertising time. The Division also works with the Public Information Office to develop and implement advertising strategies and campaigns.

In order to purchase an official lottery ticket, a person needs to find an authorized lottery courier service. Many lottery courier services accept online orders, but not all do. Others work with state regulators and allow only for online lottery ticket sales in states where this is legal.

A state-sponsored lottery website is one that charges the same price for an online subscription as it would for an individual ticket. Online lottery subscriptions can cost more if the state offers more drawings, but the subscription price is still comparable to a ticket’s cost.

Many state lotteries are considering expanding their online reach. For example, the Pennsylvania online lottery launched in 2018. Since then, traditional lottery sales have increased.
